Director General for Development Cooperation

She holds a degree in Political Science and Public Administration from the Autonomous University of Barcelona, a master’s in the Information Society from the Open University of Catalonia (UOC), and a specialisation in political conflict resolution from the London School of Economics.

Since 2016, Costafreda has led the Latin America and Mediterranean programme at Oxfam Intermón and serves as an expert member of the Development Cooperation Council, the advisory body of the Catalan Government responsible for promoting, coordinating, and advising on development cooperation policies in Catalonia.

Professionally, she has also worked as a consultant and researcher for the Spanish Ministry of Foreign Affairs and Cooperation, the International Relations Directorate of Barcelona City Council, and multilateral organisations such as the United Nations Development Programme (UNDP), the Inter-American Development Bank (IDB), and International IDEA. From 2009 to 2011, she worked with the Government of Catalonia as head of planning and evaluation at the Directorate General for Development Cooperation.

In academia, Costafreda is an associate professor of International Relations at the Faculty of Communication and International Relations at Blanquerna and an affiliated professor at the Barcelona Institute of International Studies (IBEI).
