Secretary for European, Multilateral and Development Cooperation Affairs
He holds a Law degree and a Master’s in European Studies from the Autonomous University of Barcelona (UAB). He also holds a diploma in Public Management from ESADE and pursued part of his studies at the Freie Universität Berlin and the Université Toulouse Sciences Sociales.
Since 2017, he has been a senior researcher and Director of the Global Cities Programme at CIDOB (Barcelona Centre for International Affairs), founding partner of Phare–Global Territories, partner at Nadir Cooperativa, and consultant in areas such as urban and territorial governance, urban public policies, global agendas, European policy, and international cooperation.
He has also served as an associate professor at Blanquerna–Ramon Llull University and at IBEI (Barcelona Institute of International Studies), and is the author of numerous books, studies, and specialised articles. Over the course of more than 25 years of professional experience, he has worked with various international organisations (European Commission, UNDP, OECD, UNDESA, SEGIB), national and local governments, and other public and private institutions.
He was Director of Studies at Tornos Abogados (2013–2019); Director of the Barcelona Centre for Territorial Studies (2012–2013); Director of International Relations at the Barcelona Provincial Council (2005–2012); founder and General Coordinator of the Observatory for Decentralised Cooperation EU–LATAM (2005–2012); and General Coordinator of the Coordination and Guidance Office of the European Commission’s URBAL III Programme (2008–2012).
